PUJA Academy Hosts Seminar on Design & Build Procurement: The Singapore Experience

Bandar Seri Begawan, 22nd September 2025 – PUJA Academy Sdn Bhd hosted a seminar titled “Insights of the Design & Build Procurement: The Singapore Experience” at the Lecture Theatre, Mutiara Exchange. The event brought together more than 100 professionals from the construction and built environment sectors to gain valuable perspectives on procurement practices that have shaped Singapore’s construction industry.

The seminar was led by Dr. Eugene Seah. With over 25 years of experience in cost and contracts management, sustainability, digital technologies, construction law, and dispute resolution., Dr. Eugene shared insights into the evolution of Design and Build (D&B) procurement in Singapore, tracing its development since the 1980s. He highlighted the advantages and challenges of D&B contracts, including stakeholder considerations for clients, practitioners, and contractors.

Participants were also introduced to concepts such as Early Contractor Involvement (ECI) and were encouraged to reflect on best practices, lessons learned, and how similar approaches could be adapted within their own professional contexts.

Sharing at the seminar was also Mr Seah Choo Meng, who initiated Design and Build in the Private Sector in the 80s in Singapore.
